I see it with a sleek tube top and strappy thin high heels and an awesome necklace. I would so wear this!
I think the skirt would work just how you proposed. A slim fitting tank would be perfect. Because the skirt is the focal point, you'd want everything else to be minimal.
I'd rock the skirt, But I'm super mad they put it with those shoes.
The skirt seriously blows. There's fashion, then there are things that just aren't pleasing to the eye. And this is one of them.
